    Frank J. Gaffney is the Founder and Executive Chairman of the Center for Security Policy in Washington, D.C., a not-for-profit, non-partisan educational corporation established in 1988. Under Mr. Gaffney’s leadership, the Center has been nationally and internationally recognized as a resource for timely, informed and penetrating analyses of foreign and defense policy matters.
    Mr. Gaffney is the host of Secure Freedom Radio, a nationally-syndicated radio program heard weeknights throughout the country. He is an associate author of highly acclaimed Shariah: The Threat to America and the publisher of over a dozen other books and monographs from the Center for Security Policy Press.
    In April 1987, Mr. Gaffney was nominated by President Reagan to become the Assistant Secretary of Defense for International Security Policy, the senior position in the Defense Department with responsibility for policies involving U.S.-USSR relations, nuclear forces, arms control, missile defense policy and U.S.-European defense ties. He acted in that capacity for seven months during which time, he was the Chairman of the prestigious High-Level Group, NATO’s senior politico-military committee. He also represented the Secretary of Defense in key U.S.-Soviet negotiations and ministerial meetings.
    From August 1983 until November 1987, Mr. Gaffney was the Deputy Assistant Secretary of Defense for Nuclear Forces and Arms Control Policy under Assistant Secretary Richard Perle.
    From February 1981 to August 1983, Mr. Gaffney was a Professional Staff Member on the Senate Armed Services Committee, chaired by the late Senator John Tower (R-Texas). And, in the latter 1970’s, Mr. Gaffney served as an aide to the late Senator Henry M. “Scoop” Jackson (D-Washington) in the areas of defense and foreign policy.
    Mr. Gaffney holds a Master of Arts degree in International Studies from the Johns Hopkins University School of Advanced International Studies and a Bachelor of Science in Foreign Service from the Georgetown University School of Foreign Service.
    Mr. Gaffney’s leadership has been recognized by numerous organizations including: the Department of Defense Distinguished Public Service Award (1987), the U.S. Business and Industry Council’s Defender of the National Interest Award (1994), the Navy League of the United States’ Alfred Thayer Mahan Literary Achievement Award (1999), and the Zionist Organization of America’s “Louis Brandeis Award” (2003), the Western Conservative Summit’s Stephen H. Long Award (2015), the Council for National Policy’s George Washington Military Leadership Award (2016) and the IMPACT Award from Ginni Thomas and United in Purpose (2017).
    Mr. Gaffney was born in 1953 and resides in the Washington, D.C. area.

The two-time National Press Club award winner, a former journalist of 23 years, currently serves as the Texas-based Senior National Security Fellow for the Center for Immigration Studies (CIS), a Washington, D.C. policy institute for which he writes reporting-based opinion editorials, speaks, and grants media interviews about the nexus between immigration and national security. He frequently reports from the southern border, traveling widely inside Mexico and in Central America. He has testified before Congress as an expert witness and regularly appears on radio and television outlets to discuss illegal immigration and border security matters.

    Mr. Victor Avila is a retired Supervisory Special Agent with the U.S. Immigration and Customs Enforcement (ICE), Homeland Security Investigations (HSI), under the U.S. Department of Homeland Security (DHS) seeking the Republican nomination to serve as Texas Land Commissioner.??ICE enforces federal laws governing border control, customs, trade, and immigration to promote homeland security and public safety. Mr. Avila has been recognized by ICE and HSI for his exemplary service and professional accomplishments while serving as Special Agent at the El Paso Field Office and as an Assistant Attach?? assigned to the U.S. Consulate in Ciudad Juarez and U.S. Embassies located in Spain, Portugal, and Mexico City. Mr. Avila served as an accredited diplomat and liaison to the aforementioned governments conducting international complex criminal investigations in a wide range of violations such as narcotics trafficking, arms trafficking, human trafficking/smuggling, financial violations, commercial fraud, and counter-terrorism.

    While on official assignment in Mexico, Special Agent Avila suffered multiple gunshot wounds and survived a violent ambush by the Mexican Los Zetas drug cartel where Special Agent Jaime Zapata tragically lost his life.

    Mr. Avila has been recognized for Excellence in Law Enforcement by the ICE Hispanic Agents Association; The Director???s Award for Operation in Plain Sight in Mexico; Homeland Security Investigations Excellence in Public Service Award; The Valor Award by the Federal Law Enforcement Officers Association (FLEOA); Medal of Valor for Outstanding Bravery by the National Latino Peace Officers Association; the Medal of Valor by the Hispanic American Command Officers Association (HAPCOA); and the NYPD Heroism Award by the Global Alliance of Hispanic Law Enforcement Professionals.

    Mr. Avila began his very successful law enforcement career as a United States Probation Officer for the U.S. Courts and as a District Parole Officer for the Texas Department of Criminal Justice. He holds a Bachelor of Science Degree in Criminal Justice from the University of Texas at El Paso while focusing on the identity among Hispanic-Americans along the border.

    Today, he serves to honor the memory and the dedicated service of SA Jaime Zapata. Mr. Avila is an advocate for border security, immigration reform, human trafficking awareness, and the protection of our sovereignty.
